Council & Governance
Long Lake Heights Estates (Strata Plan VIS 830) is governed by an elected strata council under the BC Strata Property Act. Council members are homeowners who volunteer their time to manage the strata’s affairs between annual general meetings. They are elected by owners at each AGM.
What the council does
The council oversees common property maintenance, enforces bylaws, manages the strata’s finances, approves exterior modifications and tree work, and works with the strata management company on day-to-day operations. All council decisions are made collectively at properly convened council meetings — no individual council member has authority to act alone.
Council positions
After each AGM, the council elects the following officers from among its members: president, vice-president, secretary, and treasurer. One person may hold more than one office, with the exception that the president and vice-president must be different people.

Committees
The council delegates specific responsibilities to standing committees:
Grounds & Communication Committee (GCC) — common property grounds maintenance, community programs (FireSmart, invasive species, red bin), and community communications including this website.
Capital Asset Replacement Planning Committee (CARPC) — long-term planning for infrastructure repair and replacement, informed by the strata’s current depreciation report.

Council meetings
The council meets approximately monthly from January through October, with the AGM typically held in November. Meeting dates are posted on the Events Calendar. Owners may request a hearing at a council meeting by applying in writing and stating the reason for the request.
Annual General Meeting
The AGM is held once a year, typically in November following the strata’s September 30 fiscal year end. All homeowners are encouraged to attend — this is where the annual budget is approved, council members are elected, and major decisions are voted on. Notice of the AGM is sent to all owners at least 14 days in advance, as required by the Strata Property Act.
Strata management
Long Lake Heights is professionally managed by Colyvan Pacific, based in Nanaimo. The strata manager implements council decisions, handles day-to-day administration, and is the first point of contact for owner inquiries.

Official documents
Detailed meeting minutes, financial statements, insurance certificates, and other strata records are available to owners through the Colyvan Pacific owner portal at colyvan.condoweb.app. These documents are not published on the public website in accordance with BC’s Personal Information Protection Act.
A current depreciation report (valid through 2029) is on file and available to owners through the portal or on request to Colyvan Pacific.
Owners can order Form B and Form F certificates through eStrataHub for real estate transactions.
